Instructions

- In a bowl, mix melted butter and sugar until well combined. Add eggs and vanilla, mixing until smooth.
- Sift in cocoa powder, flour, salt, and baking powder; stir until just combined.
- Pour the brownie mixture into the pan and bake for 20–25 minutes until edges are firm. Let cool completely.
- For the mousse, melt chopped semisweet chocolate with milk over low heat; let cool slightly.
- Whip heavy cream until soft peaks form; gradually add powdered sugar until stiff peaks form.
- Fold melted chocolate into whipped cream gently until mixed.
- Spread mousse over cooled brownies and refrigerate for at least three hours before serving.
